FoF did a show on this. They perfectly recreated the phenomena and promptly declared it to be the forward invading force of of the lizard hordes from Mynock 7.

Hmmm…
At (1:35) the UFO disappears behind a cloud and the camera pans down to the crowd. There is a man in blue shirt and jeans also filming…but…not the UFO. He is shooting a few people looking up. So…there's an UFO in the air, still visible apparently to the naked eye, and…he's filming the crowd. Um…
That makes as much sense as the original guy just walking along and filming the sidewalk for whatever reason…
