As for your experience, these are common occurences where wind patterns will set up tornadic or circular motion on a small scale.  They often happen in areas with corners because the angles will set the wind in a spiral pattern.  They also can happen in open fields in certain circumstances and if they kick up debris, they often go by the name of "dust devil"  I myself have seen these scores, if not hundreds, of times.  You say you were outside smoking, this to me implies that you were probably standing near a building and this situation lends itself very nicely to creating these phenomena.  Another name for this is simply a "whirl wind"

This happened at my college all the time, noticed them especially when I went outside to smoke as well.  Small campus with narrow walkways and lots of corners, you would see the leaves get kicked up and and blow in a very dust-devil like manner. Not that unusual.  We would always try to run through them. Crazy kids…
