OK, so…I have a photo that my dad took while vacationing in Mexico. While visiting a small "pueblo", he took a photo of the local church. He took the photo of the outside, since it was closed. When he looked at his digital lcd display, he saw people walking out of church ( 2 Franciscan priest dressed in their traditional brown robes and several men dressed in white robes ). There were bushes, trees and flowers along the walls of the church as well.
The only thing is, there were no trees, bushes etc., there were also no people anywhere either at the time he took the photo. Any explanations????? He showed the photo to the local residents. He was told that there had been no trees/bushes for at least 50 years or so.

Not to be a complete dbag, because you're new, but you just described something which seems completely impossible, claimed to have proof, which you failed to show us, and then asked us for explanations. So what do you want us to say?

I would say (since there is no proof) that his mind was just filling in the blanks. Sometimes, our brains picture what you think should be there. I know that I have had that happen before.
If you had the picture and we knew for sure that there no people there at the time, I would be worth a second thought.

Welcome fantasma.
Perhaps if you can give us a link to the photo we can render some kind of judgement. Till then, we don't have enough to work with. A photo of the church as it normally is would be good for comparison.
