Problem with a lot of these videos out there that people want to look at or post is that they are from unknown sources and were taken for unknown reasons. Who knows when they were taken? Who took it? Why was he filming in the first place? Why does he have 14 other videos on youtube that show a similar type of thing? Thus my reservations about going into it, which hold. I'd rule out Youtube videos almost as a rule unless they were originally from another source. Too many crankers.
Recent videos which have actually gotten some publicity and/or were taken in more certain circumstances are better fodder. So, was the fourth horseman of the apocalypse filmed by a news crew in Egypt?

Look starting around 1:19. The footage is then repeated in case you miss it. Interestingly the camera appears to be panning to the right at the moment the figure moves. You can also see a few other "reflections" that move at the same rate and in the same direction although they are not as pronounced as the horseman. More like trailing, less-defined, smudges.
There is tremendous zoom being employed here, too, as you can see in some of the earlier footage which shows the scene from quite a distance. It is also night. Makes me wonder if this is being filmed through a window (glass) and the camera is capturing a reflection of something inside the room where the video is being shot from, thus it's transparency. Sort of like how they attempted to debunk the figure in the crank and grind episode of FoF.

I think it's a reflection of the lights and the burning vehicle. I've highlighted the reflections and the actual lights (that I think are causing them) in the first image. In the second I've rotated the image to put the reflected lights in mirror image and you can see the relative positioning (I've measured them off and they are all relative to each other distance wise as a very nice match) What we have here is nothing but reflections, the end of the world is not imminent.
Edited: Refined the images to include the reflection of the third and lower light.

Thanks Revenant! I decided to animate the two images to flash them back and forth to see the direct overlay of the lights and the burning vehicle/horseman.

Quick hi-jacking of Nosfer's thread- Favorite album by Nick Cave and the Bad Seeds? Man…tough. First instinct is to go with "Your Funeral…My Trial. (which may be one of the best names of an album of all time)" But "The Good Son" was awfully strong as well as "Henry's Dream." And even "Let Love In" had "Red Right Hand" which has only been in about 600 movies and TV shows. And don't even get me started on "The Birthday Party"…ahh…the punk days…

It's a reflection but an image of a horseman was still captured.

It is a reflection from the burning car BUT still an image is projected as a horseman.

Or, rather, a natural, explainable image has been misinterpreted as being a horseman…
